SPECIAL BOARD OF DIRECTORS MEETING
October 31, 2024
IN ATTENDANCE
Board members in attendance: Mr. Doug Duncan, Mr. Craig Anderson, Mr. Mike Needler, Mr. David Kelley and Mr. Kirk Hamilton.
Also in attendance: Office Manager, Tina Gerhardt, and Dockmaster, Austin Bynum
CALL TO ORDER
President Duncan called the meeting to order at 8:00 A.M and announced that all five of the Board members are in attendance. Mr. Needler confirmed that proper notice had been made fourteen (14) days prior to this Special Meeting.
APPROVAL OF MINUTES
The Board had previously reviewed the First Draft of the September 19, 2024 minutes. Mr. Kelley made a motion to accept the minutes as presented, Mr. Anderson seconded the motion, and all Board members voted to approve the motion.
TREASURER’S REPORT
Treasurer Anderson reported the September Financial Operations

Preliminary Budget Review
Mr. Anderson made a motion to accept the financial report as presented, Mr. Needler seconded
the motion and all Board members voted to approve the motion.
MARINA APPEARANCE COMMITTEE
Mr. Kelley, Director Marina Appearance/Buildings and Grounds and Dockmaster, Austin Bynum reported on recent completed projects in the Marian. Mr. Kelley complimented the staff for bringing the Marina back and insuring the completion of all the landscape work. Dock-master Bynum reported on the status of several projects: landscaping, pavers, sidewalk replacement, irrigation and GHM Decals added to new dock boxes. Mr. Kelley reported that the parking lot repairs have been completed and contractors have completed the sealing and re-striping the parking lot. Mr. Kelley suggested that the mulch areas need to be recovered with colored rock to eliminate the erosion that occurs. The recent “spray” from Hurricane Milton has damaged much of the landscape plants and trees due to the extremely high salt content. Some trees have been removed and will be replaced.
The trimming of the mangrove trees was discussed. The permit for said trimming, issued in
2022, is for five (5) years. It is suggested that a contract for trimming should be made in 2026.
SECRETARY’S REPORT
Mr. Needler, Secretary, reported that two issues of the new GH Marina Newsletter, prepared by Office Manager, Tina Gerhardt have been emailed. A welcome back newsletter will be prepared and sent in the next few weeks. Meeting Notices and Minutes have been prepared, with Minutes posted to Marina’s website after approval.
OLD BUSINESS
A. Slip Lease discussion. The forms being used need to have an added portion to allow for partial lease periods. Mr. Needler and Dockmaster Bynum will review the lease forms and add the needed “partial language”
B. Second Demand Letter regarding the electric meters to be sent by President Duncan and will include a copy to our law firm, Paves Law.
NEW BUSINESS
NEXT MEETING
Next Gulf Harbour Marina Board meeting date will be at 8:00 A.M. on November 26, 2024 (Tuesday before Thanksgiving) in order to allow additional time for accounting. It was noted that this meeting will include the presentation of the 2025 Annual Budget. Notice of that meeting will be made not later than November 12, 2024.
ADJOURNMENT
Mr. Needler made a motion for adjournment and Mr. Anderson seconded the motion and all board members present voted to approve the motion. Mr. Duncan announced the adjournment of the meeting.
